On a hit, the target takes an extra 13 (3d8) cold damage, and the target must succeed on a DC 13 Strength saving throw or be incapacitated and restrained as an ice crystal forms around them. A creature can repeat this saving throw at the end of each of their turns, breaking out on a success.
