Drunken Fortitude. If damage reduces the hooligan to 0 hit points, it must make a Constitution saving throw with a DC of 5 + the damage taken, unless the damage is from a critical hit. On a success, the hooligan drops to 1 hit point instead.

Property Damage. The hooligan deals double damage to objects, but not structures.

Reckless. At the start of its turn, the hooligan can gain advantage on all melee weapon attack rolls and saving throws against being frightened, but attack rolls against it have advantage until the start of its next turn.

Riot Rumble. The hooligan has advantage on an attack roll against a creature if at least one of the hooligan's allies is within 5 feet of the creature and the ally isn't incapacitated.

ACTIONS

Heavy Club. Melee Weapon Attack: +4 to hit, range 5 ft., one target. Hit: 7 (2d4 + 2) bludgeoning damage. If the attack scores a critical hit, the target is knocked prone.

Chug!. The hooligan rapidly downs an adult beverage to gain 5 (2d4) temporary hit points, but is poisoned until the end of its next turn.

Graffiti. The hooligan targets a creature or object it can see within 5 feet of it. The target must succeed on a DC 12 Dexterity saving throw or be blinded for 1 minute or until it or another creature within 5 feet of the target use an action to wipe away the face paint. If the target is underwater, it automatically succeeds on the saving throw.

REACTIONS

Strike Back. When the hooligan takes damage from a melee weapon attack, it can make a heavy club attack against the attacker. If this attack scores a critical hit, the hooligan gains 5 (2d4) temporary hit points.

Street toughs hellbent on violence and chaos. A hooligan draws their strength from a combination of a hard head, excessive drinking, and sports-based blood feuds. Their plural grouping is referred to as a riot of hooligans. While of little threat against trained combatants on their own, in large groups hooligans can present major issues for civilian health and property values.
