I know I saw it, but now I cannot find it. I saw a feat called 'Twin Familiar' it allowed you to create a twin of your familiar and each one would have half of a single familiar's powers. I cannot for the life of me remember what book I saw it in. I would appreciate it if anyone could point me in the proper direction.

Sorry, but I can't find any feat/spell/ability by that name, not even in third party sources.

Have you asked the EN World forums or the WotC forums?

their is a feat "additional familiar", but not exactly that you are searching
