I made a druid Lv 20 and multiclassed it with 10 lVs of fighter. its 9th lV spell is shapechange, can it turn in to a tarrasque?\ its seen one.

I think you're talking about 3rd edition and SRD:Shapechange?
Firstly, there's only one tarrasque, and shapechange doesn't allow for unique creatures. Secondly "The assumed form cannot have more than your caster level in Hit Dice". A tarrasque has 48 hit dice.

its 5ed and challenge level of the tarrasque is 30 and the player challenge level is 30. the Players handbook, spell shape change says "you assume the form of a different creature for the duration. the new form can be of any creature with a challenge rating equal to your level or lower

Oookay, in 5e there's a level cap of 20. Once you reach 20th level, you no longer gain character levels and instead receive alternative rewards (such as epic boons). So again, you wouldn't be able to polymorph into a CR 30 tarrasque.

in the players handbook there is a chapter about multiclassting ,I read it nothing about level caps

PHB p. 15 gives you character advancement from level 1 to 20. The "XP you need to advance" ends there, so what happens if you're a 10th level druid and a 10th level fighter (20th character level)? how much XP do you need to advance? For that we turn to the DMG p. 231 and learn that epic boons are form of advancement "for characters who have no more levels to gain" - that is, once you reach 20th level you cannot gain any more levels, and instead earn epic boons as you gain more XP.

With epic boons you can increase the max cr you can wild shape into as well as increase the types of creatures you can become, so with enough boons and a level 20 Druid, you can infinitely turn into tarrasques.
