3.5e Artifact Creation[edit]

I realize that in the DM's guide it says that the secrets to artifact creation were lost many years ago, however I was wondering if they are detailed in any books? The only way I know of to create something similar is to create an epic magic item and use epic spells to enchant it (beyond the basic abilities you can give it). However it would be nice to know if this is discussed in any books further than that in the DM's guide. Thanks!

nope, the only thing that mentions makin artifacts is dietys and demigods which just said gods can make artifacts
