Looking for opinions and ideas on this item. I found it in a book called Gothnog's Legendary Magic and Weapons, but it didn't really have a stat block or any major details. In your opinion, is this item balanced for what it is?

I can't tell what edition it's supposed to be for.
Okay, it mentions attunement and the light property, so I think it's 5e. It's not clear if this is supposed to be an artifact or not. If it's not, it doesn't say what the rarity is. If it is, it doesn't say how it can be destroyed or if it has any random properties. I think the wound location table is tedious if it happens prior to every damage roll, it will give odd results when used against non-humanoid foes, and it's not made clear whose Wis modifier is used for the DCs (in my opinion, the DC should be a set value).
Otherwise it seems okay. Swearing vengeance is risky, you have to trust that the DM will give you opportunities to "try and kill them" before you go insane, but at least that choice is in the player's hands. What constitutes "trying to kill them"? Do actually have to be making attacks against them, or does actively searching for them (without necessarily encountring them) count?
