This spell is specific to the Swashbuckler, Wizard (4e Class Variant)

Dazzling Strike	Wizard Attack 1
You hit the target creating a dazzling display of colors around the target, distracting him.
At-Will  Arcane, Martial, Weapon
Standard Action	Weapon
Target: One creature
Attack: Intelligence Vs. Reflex
Hit: 1[W] + Intelligence modifier damage. The target grants combat advantage until the end of your next turn.
