Bard Subclass

College of Regulation

The College of Regulation trains bards to serve as arbiters of justice and maintainers of order in the realms. These bards are adept at legal matters, adeptly navigating the intricacies of the law to ensure fairness and enforce rules. They are the esteemed Court Judges, using their words and music to bring about harmony and uphold the principles of justice.

Law Scholar

At 3rd level, you are adept at researching legal documents and studying at heavy tomes of law. You gain proficiency in the Insight and Investigation skills. If you are already proficient in either of these skills, you can choose another skill from the bard's skill list instead.

Additionally, your proficiency bonus is doubled for any ability check you make that uses either of these skills.

Courtroom Rhetoric

Also at 3rd level, your oratory skills and compelling arguments become powerful tools in the pursuit of justice. When you cast a spell of 1st level or higher that forces a creature to make a Wisdom saving throw, you can expend a use of your Bardic Inspiration to force the target to reduce the number rolled on the die in its next saving throw.

The target can use its reaction to avoid reducing the die from its save.

Righteous Verdict

Starting at 6th level, you can use your Bardic Inspiration to impose the weight of the law on your enemies. As a bonus action, you can choose a creature within 60 feet of you. That creature must make a Wisdom saving throw against your spell save DC. On a failed save, the creature becomes charmed for 1 minute or until it takes damage. While charmed in this way, the creature's speed is reduced to 0, and it is incapacitated, whispering phrases of remorse. It can repeat the saving throw at the end of each of its turns, ending the effect on a success.

Once you use this feature you can't do it again until you finish a long rest.

Justicar's Presence

Also at 6th level, your commanding presence and understanding of the law inspire awe and respect in those around you. Whenever a creature within 30 feet of you attempts to lie to you, they must roll their check with Disadvantage.

Supreme Court

At 14th level, you become the epitome of judicial authority. You gain immunity to being charmed or frightened.

Additionally, when you use your Bardic Inspiration feature, you can choose a number of creatures equal to your Charisma modifier (minimum of one). Each chosen creature gains temporary hit points equal to your Bard level + your Charisma modifier.
