Carnotaurus is an answer to tyrannosaurus rex in many places that go without, despite lacking its bone crushing bite. So named for the two horns atop its head, it also has a short, almost pug-like skull and even smaller arms than the tyrannosaurus rex, but makes up for it in its legs, which are long with absolutely massive thighs allowing for swift acceleration. However, this musculature, specifically of a muscle that attaches its tail to the femur, comes at the cost of the muscles that keep the tail stable so the tail vertebrae interlock to compensate, resulting in a stiff tail that doesn't allow the animal maneuverability.
