Innate Spellcasting (3/Day). The vignar can innately cast animate dead (skeletons only), requiring no material components. Its innate spellcasting ability is Wisdom.

Legendary Resistance (3/Day). If the vignar fails a saving throw, it can choose to succeed instead.

Turn Resistance. The vignar has advantage on saving throws against any effect that turns undead.

ACTIONS

Multiattack. The vignar makes three attacks: one with its bite and two with its claws.

Bite. Melee Weapon Attack: +10 to hit, reach 10 ft., one target. Hit: 17 (2d10 + 6) piercing damage plus 3 (1d6) necrotic damage.

Claw. Melee Weapon Attack: +10 to hit, reach 5 ft., one target. Hit: 13 (2d6 + 6) slashing damage.

Frightful Presence. Each creature of the vignar's choice that is within 120 feet of the vignar and aware of it must succeed on a DC 16 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the vignar's Frightful Presence for the next 24 hours.

Miasmic Breath (Recharge 4-6). The vignar exhales a black, withering mist in a 30-foot cone. Each creature in this area must make a DC 16 Constitution saving throw. On a failed save, a creature takes 39 (6d12) necrotic damage and gains a level of exhaustion. On a successful save, a creature takes half as much damage and doesn't gain a level of exhaustion. A humanoid that dies due to this effect rises at the start of the vignar's next turn as a skeleton under the vignar's control. The vignar can have no more than twelve skeletons under its control at one time.


LEGENDARY ACTIONS

The vignar can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The vignar regains spent legendary actions at the start of its turn.

Detect. The vignar makes a Wisdom (Perception) check.
Channel Negative Energy (Costs 2 Actions). The vignar magically unleashes negative energy. Creatures within 60 feet of the vignar that aren't undead or constructs, including ones behind barriers and around corners, can't regain hit points until the end of the vignar's next turn.
Wing Attack (Costs 2 Actions). The vignar beats its wings. Each creature within 10 feet of the vignar must succeed on a DC 17 Dexterity saving throw or take 13 (2d6 + 6) bludgeoning damage and be knocked prone. The vignar can then fly up to half its flying speed.

Translating from draconic as "the ash of his black flame", arixen vutha vignar—shortened to vignar—are undead dragons created by the dragon god of undeath, Falazure. These beasts are often sent to act as servants to favored followers of the dragon god. Though they follow their new masters' orders to the letter, their only true loyalty is to Falazure himself. More than once an upstart dragon worshiper has found themselves betrayed and torn apart by the vignar for overstepping their bounds.
An arixen vutha vignar appears similar to a sickly thin dragon, standing up on its hind legs like a humanoid. With translucent and colorless scales, and twisted asymmetrical horns, it is impossible to tell what type of dragon the creature was when it was alive, if indeed it ever was a true dragon to begin with. Indeed, arixen vutha vignar seem to possess characteristics from all the known types of chromatic dragons.
In truth, no one knows for certain where the vignar originally came from. One popular theory states that this wretched fate is imposed upon those dragons who manage to earn Falazure's wrath. Others say that the vignar were never actually living beings, but sprouted forth when Falazure breathed into the earth itself. Falazure himself declines to answer, preferring the mystery as a part of his own vain allure.

Undead Nature. An arixen vutha vignar doesn't require air, food, drink, or sleep.
