This text appears to be derived from the description of the heavy shield on p. 125 of the PHB, but with the word "heavy" deleted wherever it occurs. Is this observation correct? This seems a gross violation of SRD inalterability. The result is also wrong -- a light shield should be treated as a light weapon, not a "one-handed" weapon.
