Sarateo (Shard Ne'Vaal Supplement)

Sarateo was an ancient nation back in the Old World, from when the continents remained whole, and there were only two other nations, Tyrakia and Camus. Sarateo was a very strict society built off a class system. The various races within their borders would otherwise be unmanageable if not forced to comply. They are notable for having a large population of goblinoids in their society, as well as orcs. What's left of Sarateo's land is modern day Himmländ and the Sarushian Isles.
Governance
The caste system in Sarateo created rigid, efficient structures with a dictatorship at the apex.
