Amphibious. The dragon can breathe air and water.

Legendary Resistance (3/Day). If the dragon fails a saving throw, it can choose to succeed instead.

ACTIONS

Multiattack. The dragon can use its Frightful Presence. It then makes two attacks: one with its bite and one with it's tail.

Bite. Melee Weapon Attack: +14 to hit, reach 10 ft., one target. Hit: 31 (4d10 + 7) piercing damage and 10 (2d8) elemental damage of choice.

Tail. Melee Weapon Attack: +12 to hit, reach 15 ft., one target. Hit: 20 (3d8 + 7) bludgeoning damage. Each creature within 15 feet of the dragon must succeed on a DC 21 Dexterity saving throw or be knocked prone.

Frightful Presence. Each creature of the dragon's choice that is within 120 feet of the dragon and aware of it must succeed on a DC 20 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the dragon's Frightful Presence for the next 24 hours.

Rainbow Fire Aura: Each creature which is within 30 feet of the Dragon must make a dexterity DC 21 Dexterity saving throw, taking 35 (10d6) elemental damage of Rainbow serpent's wish on a failed save, or half as much damage on a successful one.


LEGENDARY ACTIONS

The can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The regains spent legendary actions at the start of its turn. The dragon can take 3 legendary actions, choosing from the options below. Bite Attack. The dragon makes a bite attack. Tail Attack. The dragon makes a tail attack. Rainbowfire nova (Costs 2 Actions). Dragon releases a blast of elemental energy of his choice from his body dealing 35 (10d6) damage to all foes within 100ft of the Dhakkan Rainbow Serpent.

A powerful feathered serpent of gargantuan proportions that flies across the great deserts and oceans of the world. Many of them are generous and are known to lead humanoid tribes from oasis to oasis across the desert or from Island to Island across the sea. They are said to be polychromatic flying serpents of godlike power and are seen as the top of the Totems of Barbarian tribes. One could describe them as Demigods who can bring fertility to the land.
