Let's take a quick look at this weapon's problems.
- Magical item's rarity shouldn't change and the weapon doesn't even describe how/when this rarity change occurs.
- An item should not limit attunement to other items.
- Magical items' should not gain additional powers as you gain levels. Magical items are enchanted and have their own source of power(as seen by how items regain charges independently from a PC's rest, use their own spell save DC, ect.), they don't suddenly gain power by being attuned by a PC.
- What exactly does a +1/2/ect. bonus provide?
- The combination of the Hunger Unending and Icey Death properties make this item strictly better than other comparable 1st party +X weapons, see 5e SRD:Weapon, +1, +2, or +3.
- Eternal Emptiness. I don't really know what to make of this property. Its effect is extremely convoluted and needs to be greatly simplified so that its effect are clear, for example the properties effect could be boiled down to(when you fail a save, your alignment changes or you take X damage. If you fail this save twice in a roll, X happens). Magical item's effects should also occur at a predetermined time, not when you take a long rest.
