A Wheel Fear of Fire Tsuku-Master Attack 19
The terrifying spectre of a wanyudo (a ghostly face amidst an ever spinning, flame ridden oxcart wheel), causes first-degree burns upon your foes, and also disorients and confuses them, causing their next attack to be against each other.

Standard Action Area burst 6 within 20 squares.
Target: Each creature in burst
Attack: Charisma Vs. Will
Hit: 5d6 + Charisma modifier fire damage.
