Legendary Resistance (3/Day). If the dragon fails a saving throw, it can choose to succeed instead.

Innate Spellcasting. The dragon's spell casting ability is Charisma (spell save DC 25). It can innately cast the following spells, requiring no material components:

At will: blade ward, detect magic, faerie fire, protection from energy, wind wall
4/day each: cure wounds, dimension door, fire shield, moonbeam, true seeing
2/day each: heal, resurrection

ACTIONS

Multiattack. The dragon can use its Brilliant Presence. It then makes three attacks: one with its bite and two with its claws.

Bite. Melee Weapon Attack: +16 to hit, reach 15 ft., one target. Hit: 19 (2d10 + 8) piercing damage.

Claw. Melee Weapon Attack: +16 to hit, reach 10 ft., one target. Hit: 15 (2d6 + 8) slashing damage.

Brilliant Presence. Each creature of the dragon's choice that is within 120 feet of the dragon and aware of it must succeed on a DC 20 Wisdom saving throw or become charmed for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the dragon's Brilliant Presence for the next 24 hours.

Lunar Breath (Recharge 5-6). The dragon exhales moonlight in a 120-foot line that is 10 feet wide. Each creature in that line must make a DC 23 Constitution saving throw, taking 88 (16d10) cold, radiant or thunder damage (the dragon's choice) on a failed save, or half as much damage on a successful one.


LEGENDARY ACTIONS

The dragon can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The dragon regains spent legendary actions at the start of its turn.

Detect. The dragon makes a Wisdom (Perception) check.
Attack (Costs 2 Actions). The dragon makes a bite attack.
Cast a Spell (Costs 3 Actions). The dragon casts a spell from its spell list, expending a use as normal.

The amazing yueliang fenghuang, also known as the lunar phoenix, is aligned to the cold of the night and the radiance of the moon and stars. Being that it is so attuned to the night sky it can breathe a beam of radiant moonlight. The is another version of this creature known as the solar phoenix which is more attuned to fire and it is known as the taiyeng fenghuang and generally, these two mysterious birds are at times drawn together at other times repulsed. These strange avian dragons seem to travel not only through the heavens but also between the spirit lands and the outerworlds and even into the thousand hells. These great creatures can be made allies with and even used as mounts in battle.
These strange creatures are a mystery and only land at the most secluded of islands or mountains, this is where they construct menhirs and carve strange glyphs into these massive stone. Most people wonder why these enigmatic birds land at these places and why they carve the stones there. Are they places of immense magical power? Are they constructing mana stones to feed on the magical energies? Whatever the answer is, these strange and enigmatic entities can be found at those sites singing to the stars and the moon in a very soft humming that sounds almost like meditation.
