Innate Spellcasting (Psionics). The dragon's innate spellcasting ability is Charisma (spell save DC 14). The dragon can innately cast the following spells, requiring no material components:

At will: charm person, command, dancing lights, minor illusion
3/day each: compulsion, darkness, detect magic, suggestion
1/day: mass suggestion

ACTIONS

Multiattack. The dragon uses its Enticing Lure. It then makes three attacks: one with its bite and two with its tentacles.

Bite. Melee Weapon Attack: +7 to hit, reach 5 ft., one target. Hit: 13 (2d8 + 4) piercing damage.

Tentacle. Melee Weapon Attack: +7 to hit, reach 20 ft., one target. Hit: 11 (2d6 + 4) bludgeoning damage, and the target is grappled (escape DC 14). Until this grapple ends, the target is restrained. The dragon has two tentacles, each of which can grapple one target.

Enticing Lure. The dragon emits an enticing psychic pulse. Every beast and humanoid within 300 feet of the dragon must succeed on a DC 14 Wisdom saving throw against this magic or be charmed for 1 hour or until the dragon uses a bonus action to end the effect.
While charmed by the dragon, a target is incapacitated. If the charmed target is more than 5 feet away from the dragon, the target must move on its turn toward the dragon by the most direct route, trying to get within 5 feet. It doesn't avoid opportunity attacks, but before moving into damaging terrain, such as lava or a pit, and whenever it takes damage from a source other than the dragon, the target can repeat the saving throw. A charmed target can also repeat the saving throw at the end of each of its turns. If the saving throw is successful, the effect ends on it.
If a creature's saving throw is successful or the effect ends for it, the creature is immune to the dragon's Enticing Lure for the next 24 hours.


Luring dragons are lithe creatures covered in black scales streaked with deep purple. A luring dragon's front legs end in long tentacles that it uses to grab prey and prevent its escape. They are most often encountered underground, where they cling to cavern walls and grab prey as it passes below.

Enthralling Lure. Luring dragons are proficient in mind-warping psionics, but they are most well known for their ability to emit an enticing pulse. Nearby creatures are compelled to approach the dragon, heading to its waiting jaws. Creatures caught by the dragon's alluring beacon have no clue of their fate until they are plucked by the dragon's tentacles and consumed. When the dragon has had its fill, it ends its psychic beacon, leaving other enthralled creatures, perhaps to be caught again at a later date. When the dragon again needs to feed, it simply casts its beacon anew.
Many sages believe that luring dragons were created by mind flayers, a view supported by the fact that some illithid conclaves keep luring dragons to draw humanoids to consume their brains, leaving the bodies for the dragon to consume.
