Just a few questions.

• What backgrounds are suitable?
• How does a skull spellcaster cast spells? They need a free hand for the Somatic component.
• How does a skull fighter wield a weapon?
• How does a skull manipulate items?

• The spell is fired from their mouth.
• They can wield weapons by using their racial ability.
• With their mouth, or by using their racial ability.

My bad. The Recapitation ability allows them to possess a (reasonable fresh) decapitated body, granting them arms, hands, ect. Does that help you? MrBrink (talk) 6:55 , 12 June 2017 (UTC)
