Fear [Power]

The character can cause another to feel emotions of extreme fear.
Prerequisite: Cha 15+, Evolved, Power (mental control or emotion) 9 ranks
Benefit: As a special use of the Power (mental control or emotion) you may attempt to instill a sense of extreme fear in a target. You make a Power (mental control or emotion) check opposing the targets sense motive check. How much you overcome the targets sense motive check determines the effect of the fear.
Check Result Effect
Beat target's check by 1 - 4 Target is shaken
Beat target's check by 5 - 9 Target is frightened
Beat target's check by 10+ Target is panicked
