Rod, rare

This copper device, about the size of a dagger, is manufactured in bulk and distributed to guards for non-lethally subduing assailants. As an action, you can expend 1 charge by pressing a button on the side, causing an small arc of blue lightning to streak from the tip to a creature you can see within 20 feet of you. The target must succeed on a DC 14 Constitution saving throw or be stunned. The target can repeat the saving throw at the start of each of its turns. On a success, it is no longer stunned. Creatures resistant to lightning damage have advantage on this saving throw, while creatures immune to lightning damage automatically succeed.

The device has three charges. A single charge is restored per 24 hours without use. Depleting all charges permanently "burns out" the rod, rendering it useless.
